SERVICE 07 — BUSINESS SETUP & GOVERNMENT TRANSACTIONS
Company formation and government transactions in Qatar
Licensed activity 8299031 / 829903 — clearing and government transaction services
Safari Qatar Services is a wholly Qatari-owned company that has held a live commercial register in Doha since 27 December 2010, and that carries the clearing and government-transactions activity on that register. We file, collect and renew the documents that decide whether a foreign company can legally trade, employ and get paid in Qatar.
This page sets out the four licensing routes into the country, what each one actually costs you in access and obligations, the incorporation sequence with realistic timelines, and the ongoing government-liaison work that keeps a Qatari entity compliant after the certificate is framed.

01 — WHAT MARKET ENTRY ACTUALLY INVOLVES
Registration is fast. The things either side of it are not.
Entering Qatar is not one decision, it is five: which licensing jurisdiction you register in, which activity codes sit on your record, where your premises are and what that building's file looks like, who sponsors your people, and which bank will take you on. Those five answers govern your timeline far more than the registration step itself.
The registration step is now genuinely quick. Ministerial Decision No. 60 of 2024 cut the commercial register fee and the premises licence fee to QAR 500 each — a 95% reduction — and the registration step itself is now measured in days rather than weeks. The Single Window platform consolidates the services of eighteen government agencies into a single submission, issuing the Commercial Registration, the trade licence and the establishment card together, with initial tax registration and the labour quota application in the same flow.
What still takes weeks sits on either side of that. Ahead of it: legalising your parent company's board resolution, power of attorney and constitutional documents through the home-country authority, the Qatari embassy and Qatar's Ministry of Foreign Affairs, then producing a certified Arabic legal translation. Behind it: securing a lease in a building whose zoning matches your activity and whose civil defence file is clean, and satisfying a Qatari bank's onboarding committee — a decision no consultant controls and no honest consultant guarantees.
We work the whole sequence, and we are explicit about which parts we execute under our own licence and which parts belong to a regulated professional you should appoint separately.
02 — THE FOUR ROUTES IN
Where you register decides what you are allowed to do
Mainland, QFC, free zone and QSTP compared on the terms that matter to a tender committee
Qatar is five licensing jurisdictions, not one. The comparison below is drawn from the published positions of the Ministry of Commerce and Industry, the Qatar Financial Centre, the Qatar Free Zones Authority and Qatar Science & Technology Park. Fees and processing times move — treat every figure here as indicative and confirm it on enquiry.
| MOCI mainland LLC / WLL | 10% corporate tax on the non-Qatari share | Ownership — up to 100% non-Qatari under Foreign Investment Law No. 1 of 2019, granted on application to MOCI rather than automatically; if declined, a Qatari partner holding at least 51% is required. Tax — 10% corporate income tax on the foreign-owned share; nil on the share held by Qatari and resident GCC nationals. Market access — the only route with unrestricted domestic trading, retail and contracting, and the practical route to QatarEnergy, Ashghal and Kahramaa tendering. Capital — no statutory minimum or maximum since Commercial Companies Law No. 11 of 2015. The QAR 200,000 figure still quoted on many consultancy sites is out of date. Premises — a municipality-approved physical premises with a registered lease and a civil defence certificate is mandatory. Indicative timeline — 2 to 6 weeks end to end; the CR issuance step itself is now measured in days. |
|---|---|---|
| Branch or representative office | Contract-linked | Ownership — 100% foreign; the branch is not a separate legal person. Use case — a branch is registered against a specific contract with the State of Qatar or a State-linked body and is limited to that contract's scope. A commercial representation office may market, introduce products, contact distributors and handle complaints, but may not import, export (beyond promotional samples) or deal directly with consumers. Fees — representative office registration is published at QAR 3,000 plus Chamber fees, renewed annually with the renewal application due within 30 days before expiry. Indicative timeline — driven by the underlying contract award and the attestation chain rather than by MOCI. |
| Qatar Financial Centre (QFC) | 10% on local-source profits only | Ownership — 100% foreign, 100% profit repatriation in any currency, no currency restrictions. Legal system — its own onshore framework based on English common law, with its own courts, Regulatory Tribunal and tax authority. Tax — 10% on locally-sourced profits only; profits from services used outside Qatar fall outside the charge subject to conditions. A 0% concessionary rate applies to defined categories including entities at least 90% Qatari-owned. Binding advance rulings are typically issued within 30 days. Market access — QFC entities can trade with the local Qatari market, but QFC standing is not a substitute for mainland registration where a client demands it. Cost and speed — the application fee for non-regulated activity licences was cut from USD 5,000 to USD 500 in February 2025, and instant incorporation is available for qualifying non-regulated applicants. Premises — an office within QFC-approved premises. Immigration runs through the QFC's own desk, not the mainland MOI channel. |
| Qatar Free Zones (QFZA) | 0% corporate tax for 20 years | Zones — Ras Bufontas beside Hamad International Airport (logistics, consumer products, light manufacturing, technology, pharmaceuticals) and Umm Alhoul beside Hamad Port (maritime, polymers and plastics, advanced manufacturing, logistics), plus a Msheireb zone. Ownership — 100% foreign, as an LLC or a branch. Tax and customs — a 20-year 0% corporate tax holiday and no personal income tax; goods imported, stored, processed and re-exported move free of customs duty. Goods sold into the Qatari domestic market clear normal customs at the GCC common tariff. Admission — selective, not administrative. Expect to demonstrate financial capability, submit a business plan mapped to the Schedule of Permitted Activities, disclose beneficial owners at 25% and above, and take a real lease. Land and buildings are lease-only. Indicative timeline — commonly quoted at 2 to 4 weeks once admitted. |
| Qatar Science & Technology Park (QSTP) | 0% corporate tax | Ownership — 100% foreign, zero corporate tax, duty-free imports and unrestricted repatriation of profit and capital. Admission — conditional on genuine technology content. The company must be engaged in developing or transferring technology and the majority of its activity must qualify; QSTP measures this by headcount, so a ten-person company qualifies with five or more staff in qualifying activity. Obligations — no licensing fee, but the company must lease QSTP space in Education City and appoint at least two managers, one of whom is present in the QSTP office. Use case — R&D, product and process development, low-volume high-value specialist manufacturing, technology consulting and training. Not a general trading vehicle. |
| Media City Qatar | 20-year tax exemption | A separate licensing platform from the Qatar Free Zones — the two authorities have publicly clarified that they are distinct entities. Focused on traditional and digital media, technology, communications and related R&D, with 100% ownership, a 20-year corporate tax exemption and import and export duty exemption. Relevant only to media and communications businesses. |
03 — CHOOSING BETWEEN THEM
Four situations, four answers
The jurisdiction question is usually settled by a single fact about your business. These are the four that decide it most often.
-
You intend to bid State and energy-sector work Register mainland. QatarEnergy, QatarEnergy LNG, Ashghal and Kahramaa procurement is built around locally registered entities, and a Tawteen ICV score — which is weighted in energy-sector tender evaluation — presupposes legal presence in Qatar with a commercial registration. A free zone licence does not substitute for this.
-
You are a professional or financial services firm hubbing the region from Doha QFC is usually the better structure. English common-law framework, a familiar corporate form, 10% tax that bites only on locally-sourced profit, and an application fee that dropped to USD 500 in February 2025. Immigration is handled through the QFC's own desk.
-
You import, manufacture, store or re-export physical goods Look at Umm Alhoul beside Hamad Port or Ras Bufontas beside the airport. The 20-year 0% holiday and customs-free re-export are real, but admission is a qualitative test and the physical lease is mandatory — and anything you sell into the Qatari market clears customs normally.
-
You have been offered a 'local sponsor for a fee' Decline it and take advice. Law No. 3 of 2023 criminalises concealment of non-Qatari ownership. A genuine, disclosed, commercially real Qatari joint-venture partner is legitimate and common; a nominee shareholder holding paper for a fee is a criminal arrangement for both sides. Safari Qatar Services does not act as a nominee shareholder and does not offer sponsorship-for-fee under any framing.
04 — THE INCORPORATION SEQUENCE
Eleven steps, with the timelines we can defend
Mainland LLC route. Free zone and QFC files follow a comparable shape through a different authority.
Timings below are indicative working-day ranges for a file where the client's documents arrive complete, and several steps run in parallel rather than in series. The two variables that move a project's date are the overseas attestation chain and the premises file.
-
Scoping and activity mapping
We establish what you will actually invoice for in Qatar and map it to specific MOCI activity codes, because 'general trading' is not an available catch-all and some activities carry pre-approval from a sector regulator. This step also settles the jurisdiction, the legal form and, where applicable, whether to apply for 100% non-Qatari ownership under Law No. 1 of 2019.
-
Trade name reservation
Reserved through MOCI or the Single Window. Free for a short hold; a paid six-month reservation is available and extendable once before expiry. Names must not duplicate the commercial or trademark register, must not mislead as to the activity, and country names are not permitted — 'Qatar' is reserved for government entities. Latin-script and trademark names attract published surcharges.
-
Legalisation and attestation of foreign documents
The single longest item in almost every foreign-parent incorporation, and the one to start on day one. Your board resolution, power of attorney and constitutional documents are notarised at home, legalised or apostilled, attested by the Qatari embassy in that country and then by Qatar's Ministry of Foreign Affairs, and translated into Arabic by a certified legal translator. We issue the document schedule and the model wording before you sign anything.
-
Articles of Association and Ministry of Justice notarisation
Drafting the shareholding, objects, management structure and signatory powers, then notarising the incorporation document through the Ministry of Justice. Powers of attorney granted inside Qatar are authenticated before MoJ notaries; a POA older than three years needs a validation stamp before it will be accepted.
-
Commercial Registration and trade licence via Single Window
Filed through the investor Single Window, which consolidates eighteen agencies and issues the Commercial Registration, the trade licence and the establishment card together. The published fees are QAR 500 for the commercial register entry and QAR 500 for the premises licence following Ministerial Decision No. 60 of 2024, with additional activities also at QAR 500 each. Prerequisites are a registered lease and a General Manager holding a Qatar ID.
-
Premises, lease registration and civil defence
The municipality trade licence attaches to the building. We confirm the zoning permits your activity, register the lease, coordinate the Qatar Civil Defence Department certificate and the fire-system maintenance contract with a QCDD-approved contractor, and clear signage permits. This is where 'why is my licence stuck' cases almost always sit.
-
Qatar Chamber membership
Mandatory for commercial entities. Under Cabinet Decision No. 19 of 2024, effective 20 October 2024, annual membership is QAR 500 for limited liability, general partnership, simple partnership, joint venture and partnership-limited-by-shares companies regardless of capital, and QAR 5,000 for shareholding companies, holding companies and foreign companies contracting with the State. Each branch adds 10% of the subscription at renewal.
-
Establishment card (computer card)
Issued by the Ministry of Interior and now available through Single Window. It registers the company in the immigration system and is the precondition for sponsoring any residence permit. Without a valid card, new work visas cannot be processed and existing renewals are blocked. Renewal conditions include valid signatory QIDs and signatories not having been outside Qatar for more than three months.
-
Tax card and TIN on Dhareeba
Registration with the General Tax Authority issues the Tax Identification Number and the tax card, which banks and government bodies require before they will transact. Registration is due within the statutory window running from licensing approval, CR receipt or commencement of taxable activity — sources currently differ between 30 and 60 days, so we confirm the applicable period against the GTA for each file rather than quoting a number. Failure to register or hold a valid card attracts a QAR 20,000 penalty and the GTA can suspend the CR.
-
Corporate bank account
We assemble and validate the bank-ready pack — CR with Arabic and English name confirmation, Articles of Association with all amendments, commercial licence, tax card, establishment card, QIDs and passports of partners and signatories, the board resolution authorising the account and signatories, proof of address, the KYC corporate form and a transaction forecast — and coordinate the appointment. The decision is the bank's alone, on its own risk criteria. No one should tell you otherwise.
-
Labour file, quota and first work permits
Establishment data registration with the Ministry of Labour, then the labour quota by occupation and nationality, recruitment approval, employment contracts registered on the MOL platform, entry visas, Qatar Visa Centre biometrics, medical and contract signing in the source country, then arrival, in-country medical, fingerprinting and QID issuance. In-country transfers are measured in days; overseas mobilisation is measured in weeks, and we will not quote it otherwise.
05 — ONGOING GOVERNMENT LIAISON
The mandoob function, run as a service instead of a headcount
Performed under licensed activity 8299031 / 829903 — clearing and government transaction services
Most foreign entities in Qatar do not fail at incorporation. They fail eighteen months later, when a signatory's QID lapses, the establishment card is not renewed in step with the trade licence, and a batch of visa renewals silently stops moving. Retained government liaison exists to prevent that. We hold the calendar, carry the file and appear at the counter.
-
Commercial register and licensing CR renewal, trade licence renewal, adding and deleting activities, adding or removing partners, share transfers, capital changes, legal-form conversion, branch registrations, beneficial-ownership register filings and updates, and trademark registration filings with MOCI.
-
Establishment and immigration file Establishment card issuance and renewal, keeping the card's expiry aligned to the CR and trade licence cycle, signatory changes, and clearing the conditions that block renewal before they block your visas.
-
Residence permits and Qatar IDs QID issuance, renewal and replacement, residence permit processing, sponsorship transfers, profession amendments, exit permits where applicable, and family and dependant residence for management and technical staff — processed through Metrash2 and MOI channels.
-
Work permits and entry visas Recruitment approval, entry visa issuance, employment contract registration on the Ministry of Labour platform, and coordination of Qatar Visa Centre appointments in India, Pakistan, Bangladesh, Nepal, the Philippines and Sri Lanka for biometrics, the medical and contract signing before travel.
-
Labour quota and Ministry of Labour filings Labour file opening, quota applications and quota increases by occupation, establishment data updates, profession amendments, secondment permits, and lifting administrative blocks on the establishment file.
-
Attestation, notarisation and powers of attorney Ministry of Foreign Affairs attestation of contracts and commercial documents, embassy legalisation coordination, certified legal translation, and drafting, notarising and validation-stamping powers of attorney — including the special POA for clearing transactions before government bodies and for customs clearance.
-
Municipality and civil defence Lease registration, premises licence renewal, signage and advertising permit renewal, civil defence certificate renewal, and coordination of the fire-system maintenance contract with a QCDD-approved contractor.
-
Tax card and Chamber administration Tax card and TIN registration on Dhareeba and annual tax card renewal, Qatar Chamber membership registration and renewal, certificate of origin issuance and commercial document attestation through the Chamber. Filing and renewal only — see the scope note below on tax advice.
-
Payroll and wage compliance administration Wage Protection System enrolment and the monthly salary information file lodged against the Ministry of Labour record, so payroll evidence exists before an inspector asks for it rather than after.
-
Closure, liquidation and deregistration Commercial register cancellation, licence cancellation, clearing the labour and immigration files, employee visa cancellations and exits, and the municipality and Chamber closures — so an exit leaves no open file behind it.
-
Retained mandoob A named representative is assigned to your file and handles your ministry, municipality and immigration transactions on a monthly retainer instead of an in-house PRO headcount, with a documented log per transaction — what was lodged, on what date, under what reference, and when it was collected.
-
Compliance calendar and expiry tracking Every expiry on one register — CR, trade licence, establishment card, Chamber membership, civil defence certificate, tax card, signatory QIDs and every employee work permit and QID — with escalating reminders before the date, not after it.
06 — WHAT RECURS EVERY YEAR
The annual compliance calendar
The obligations that keep a Qatari entity trading, and the penalties attached to missing them
Fees below are the published positions at the time of writing and change frequently — MOCI fees were cut by 95% in July 2024, Chamber fees were cut in October 2024, and QFC application fees were cut in February 2025. Treat every figure as indicative and confirm on enquiry.
| Commercial Registration renewal | QAR 500 · annual | Filed through MOCI or the Single Window. An expired CR blocks government transactions, bank operations and licence renewals downstream. |
|---|---|---|
| Premises / trade licence renewal | QAR 500 · annual | Requires a current registered lease and a valid civil defence certificate, plus a maintenance contract with a QCDD-approved contractor. |
| Qatar Chamber membership | QAR 500 LLC · QAR 5,000 shareholding, holding and foreign companies contracting with the State · annual | Under Cabinet Decision No. 19 of 2024. Each branch adds 10% of the subscription at renewal. |
| Establishment card renewal | Aligned to the licence cycle | Renewal is now automatic on licence and CR renewal in some flows and visible in Metrash, but signatory QIDs must be valid and signatories must not have been outside Qatar for more than three months. |
| Civil defence certificate | Annual | Issued by QCDD against the premises, with a fire-system maintenance contract in place. A condition of the trade licence and of its renewal. |
| Tax card renewal and corporate tax return | Annual | Standard corporate income tax is 10% on taxable income, with entities wholly owned by Qatari and resident GCC nationals not subject to it; petroleum and petrochemical operations are taxed at not less than 35% under Law No. 3 of 2007. Published GTA penalties include QAR 500 per day for late returns capped at QAR 180,000, 2% per month on late payment capped at the tax due, and QAR 30,000 for failure to maintain or submit audited accounts. |
| Withholding tax remittance | By the 16th of the following month | A single 5% rate on payments to non-residents not registered in the commercial register, for contracts signed on or after 13 December 2018. Frequently missed by new entrants paying overseas parent companies and service providers. |
| Work permits and employee QIDs | QAR 100 per employee annually | Private-sector work permit fees were standardised at QAR 100 annually for new, renewed and replacement permits under Ministerial Decision No. 32 of 2025, with Qatari nationals, children of Qatari women and GCC citizens exempt. |
| Wage Protection System | Monthly | Wages paid through a financial institution in Qatar, in Qatari riyals, within seven days of the due date, with the salary information file lodged monthly. Persistent breaches can lead to refusal to ratify contracts, quota reductions and work-permit blocks. |
| Beneficial ownership register | On change | The MOCI filing disclosing ultimate ownership and control. Required at registration and must be kept current — not a one-off at incorporation. |
07 — WHO THIS IS FOR
Where our own licence list makes us useful
Our commercial register carries offshore platform construction (4100013), general contracting (452000), marine machinery and equipment repair (4773163), oilfield spare parts trading (4773844), heavy transportation of goods and equipment (4923020), building materials trade (4752801) and clearing and government transactions (8299031). That combination means the entrant we understand best is an industrial one — a company arriving in Qatar to build, fabricate, maintain, supply or move something, whose formation file and whose labour file are the same problem viewed from two ends.
-
Oilfield services and marine contractors entering Qatar You need an entity that can hold a QatarEnergy vendor code, a labour quota sized for rotational offshore crews, QIDs that survive a rotation cycle, and a workshop or yard whose civil defence file will pass. We have run those files on our own account since 2010.
-
EPC and fabrication subcontractors on the North Field programme Package awards move faster than incorporations. Where a main contractor has named you, we can run the trade name, attestation, CR and establishment card in parallel with your mobilisation planning rather than after it.
-
Equipment manufacturers appointing a route to market Whether you need a full mainland entity, a branch against a specific State contract, or a commercial representation office that can market and support distributors but not import or sell — the three are different registrations with different limits, and choosing the wrong one is expensive to unwind.
-
Logistics, heavy transport and warehousing operators Umm Alhoul beside Hamad Port and Ras Bufontas beside the airport are built for you, but admission is a qualitative test and the lease is mandatory. If you also need to sell into the domestic market, the mainland-versus-free-zone question needs answering before you sign anything.
-
Established Qatari and foreign companies outsourcing the mandoob function You already have a CR. What you do not have is someone who owns the renewal calendar and appears at the counter. A retainer replaces an in-house PRO headcount with a named representative and a documented submission log.
-
Companies exiting Qatar cleanly Closure is a licensed process, not an act of walking away. Register cancellation, licence cancellation, labour and immigration file clearance, employee cancellations and exits, Chamber and municipality closure — an unclosed file follows the signatories, not the company.
08 — SCOPE, STATED PLAINLY
What we do under our own licence, and what we do not
Qatari licensing is specific, and a service provider that blurs the line between what it is registered to do and what it merely helps with is a liability to its client. This is our line, in writing.

09 — QUESTIONS WE ARE ACTUALLY ASKED
Frequently asked, answered without hedging
Can a foreign company own 100% of a Qatari entity?
In most sectors, yes. Foreign Investment Law No. 1 of 2019 permits up to 100% non-Qatari ownership, but it is a permission granted on application to the Ministry of Commerce and Industry, not an automatic right. If the application is declined, the structure requires a Qatari partner holding at least 51%. Banking and insurance need Council of Ministers approval, and exploitation of natural resources and commercial agencies sit outside the regime. Listed companies are capped at 49% foreign ownership unless an exception is granted. We map your activity against the regime before you commit to a structure.
Do I need a Qatari partner — and can you be it?
Only if the 100%-ownership route is not available for your activity or your application is declined. If a Qatari partner is required, it must be a genuine, disclosed, commercially real shareholder. Law No. 3 of 2023 criminalises concealment of non-Qatari ownership, so a nominee holding shares on paper for a fee is a criminal arrangement exposing both parties. Safari Qatar Services does not act as a nominee shareholder. We can advise on the legitimate 100%-ownership application route, and we can enter a genuine joint venture on real commercial terms — those are different things and we keep them apart.
What is the minimum share capital?
There isn't one. MOCI's own guidance states there is no minimum or maximum capital for establishing a company; the old QAR 200,000 LLC floor was removed by Commercial Companies Law No. 11 of 2015. Holding companies are the exception, at QAR 10,000,000. Many consultancy websites still quote QAR 200,000 — it is out of date. Our own registered capital of QAR 200,000 reflects our 2010 incorporation under the previous regime; it is a fact about us, not a rule for you.
How long does it really take?
The registration step itself is now measured in days — MOCI stated in October 2025 that company establishment takes two days and specialised licences one. End to end is different. A mainland LLC with documents in order and steps run in parallel realistically takes 15 to 25 working days, and 2 to 6 weeks is the honest published range. Free zone is commonly 2 to 4 weeks after admission; QFC 4 to 8 weeks in practice for a full file. The variables are always the same two: overseas attestation, and the premises and civil defence file. Anyone quoting you 'a company in two days' is quoting one step and calling it the journey.
How much does it cost?
Government fees for a straightforward mainland setup are now modest — roughly QAR 3,000 to 4,000 covering the commercial register entry, the premises licence, Chamber membership, the trade name reservation and notarisation items, following the 2024 fee reductions. The real cost is the lease. Published first-year totals including a dedicated commercial office commonly land between QAR 25,000 and QAR 80,000, driven almost entirely by rent, and more in prime Doha towers. Professional fees are quoted per scope. All of these figures move, so we price your file rather than publish a headline number. Send us your activity list and you get a written fee proposal that itemises the government fees separately from ours.
Do I need a physical office before I can register?
For a mainland entity, effectively yes. The trade licence is issued by the Ministry of Municipality against a specific premises, so you need a registered lease in a building whose zoning permits your activity, with fire safety installed to standard, civil defence approval and a building completion certificate. QFZA requires a real lease — land for self-build, a pre-built industrial or warehouse unit, or fitted or shell office — and QFC and QSTP each require space within their own approved premises. This is the step to start early; it is where most delays live.
What is an establishment card, and why have my visas stopped?
The establishment card, also called the computer card or بطاقة المنشأة, is the Ministry of Interior document that registers your company in the immigration system. It is the precondition for sponsoring any residence permit. If it has lapsed, or if an authorised signatory's QID has expired or that signatory has been outside Qatar for more than three months, new work visas cannot be processed and existing renewals stop moving. Nine times out of ten, a company whose visas have 'stopped for no reason' has an establishment card problem. It is renewable in step with the trade licence and CR, and we track that date rather than discovering it.
Can a free zone company sell into the Qatari domestic market?
Partly, and with consequences. QFZA's customs relief applies to goods brought in, stored, manufactured, processed and re-exported; goods sold into the Qatari local market go through normal customs and attract the GCC common tariff. QFC entities can trade with the local market under their own framework. But if your business model depends on domestic retail, contracting, or bidding State and energy-sector tenders, the mainland route is the one that removes the friction rather than pricing it.
Is there VAT in Qatar, and what is the corporate tax rate?
VAT is not in force in Qatar as at 2026, although the Dhareeba portal carries registration infrastructure and the GCC framework exists. Excise tax does apply — including a tiered volumetric excise on sweetened drinks from 6 July 2026. Standard corporate income tax is 10% on taxable income, with entities wholly owned by Qatari and resident GCC nationals not subject to it and partially foreign-owned entities taxed on the non-exempt share; petroleum and petrochemical operations are taxed at not less than 35%. Withholding tax is a flat 5% on payments to non-residents not registered in the commercial register. Confirm your specific position with a licensed tax adviser — we file the registration, we do not give the advice.
Can you open the bank account for me?
We can make it as straightforward as it can be, and we will not pretend to more. We assemble and validate the full pack — CR, Articles of Association with all amendments, commercial licence, tax card, establishment card, partner and signatory QIDs and passports, the board resolution authorising the account and signatories, proof of address, the KYC corporate form and a transaction forecast — and coordinate the appointment. The account decision is the bank's own risk decision. It is the step where an otherwise complete setup most often stalls, and any provider guaranteeing an outcome here is not being straight with you.
Can you also supply the workers once we are registered?
Not under this commercial registration. Supplying labour to another employer in Qatar is a separately licensed activity requiring a Ministry of Labour licence, and the licensed activity must match what you are buying — outsourced or temporary manpower is a different category from recruitment or mediation. Buyers are advised to verify a supplier's licence number directly with the Ministry's Manpower Registration Department rather than accept a photocopy, and that is sound advice. Manpower requirements are contracted through Allive Team Services — catering and manpower — against that entity's own licence. What we do supply under our own activity is the government side: the labour quota, recruitment approval, work permits, contract registration and QID processing that make any hire, ours or yours, actually legal.
10 — NEXT STEP
Send us the activity, not the brochure
Tell us what you intend to invoice for in Qatar, where the work will physically happen, and how many people you need on the ground in the first six months. From that we can tell you which jurisdiction fits, which activity codes to register, what your document schedule looks like and where your real critical path sits — before you spend anything.
Enquiries are handled from our office at Al Shoumoukh Tower, Tower B, 12th Floor, C Ring Road / Street 231, Zone 23, P.O. Box 5862, Doha, State of Qatar.
